I have quite a few OFX plugins, and Universe has to be one of the best bangs-for-your-buck out there.
However, for a small yearly subscription (99$ I think) you get Red Giant Universe. You can work it to look sort of similar (for free) In Resolve's toolbox transitions, you have the Blur Dissolve, which has horizontal and vertical sliders for blur.
